WMBD/WYZZ— Normal— Normal's new budget may have residents digging a little deeper into their pockets. The town council approved a $48 million budget for the 2009-2010 fiscal year. The council estimates new fee hikes will generate around $400,000 to the City of Normal. If you are planning on having amplified noise at a party you need to acquire a $25 public address permit. Other new fees include a $50 mass gathering permit and it will cost you $25 if you want to apply to be a police officer. There will also be a $75 emergency false alarm fee and a $500 vehicle reclaim fee if your car is towed after a criminal arrest or DUI. Officers will also be able to give first-time offenders an ordinance violation for minor crimes instead of making an arrest to keep them out of the system, which, in turn, would save Normal money.
