Last week Mayor Steve Stockton picked small business owner Jamie Mathy to take over the newly vacated ward one spot.
But a release from the "Committee for Fair Politics" is questioning the appointment.
The group says Mathy was caught using cable TV he didn't pay for nearly 20 years ago and operated a vehicle with expired registration.
Mathy says he paid the fine for the television service and paid off the late fees for his expired registration ticket Monday afternoon.
"Having this come out now, and having it affect everything after 17 years, I don't think it should matter," said Mathy.
Mathy hopes his service to the community outshines those faults.
Mayor Stockton says the petty offenses didn't bother him, but told Mathy to be prepared to answer questions at Monday's city council meeting.
