Governor Pat Quinn signed House Bill 190 late Thursday after the emergency spending bill
cleared the Illinois Senate. Supporters of the bill say the spending will focus on jobs in
highway construction projects and money for the state's Children and Family Services to hire
child abuse investigators and beef up mental health programs. A second bill, which requires
the governor to submit a state budget no later than March 6th, was assigned Thursday to the
Illinois Senate Executive Committee.
