BLOOMINGTON- Empty lots near the Constitution Trail could soon become a residential area.
A local developer has set his sights on land located in the 900 block of East Washington Street.
He wants to build a mixed use facility.
It would include retail space on the first floor and apartments on the upper levels.
The city's economic development coordinator says the close proximity to the trail could draw new tenants, and generate money for the city.
The project will be discussed later this month.
