PEORIA- Peoria City Council passes it's budget for 2013, which includes a proposed surplus rather than a deficit.
And the budget came in almost a month ahead of schedule.
The nearly $188,796,847 plan passed eight to two, tonight.
It doesn't include any new taxes or major fee increases.
Another budget option on the table was about $300,000 less than what council passed.
That plan called for a two cent decrease in the city's property tax levy.
But, most council members say they didn't want to take away from the city's most stable revenue source.
Some council members who approved tonight's budget called it one of the best they've seen since serving on council.
The 2012 budget wasn't approved until late November, last year.
