Average retail gasoline prices have risen slightly in the past week, according to a release Monday from PeoriaGasPrices.com. Prices, which rose 1.5 cents per gallon last week, were 30.3 cents per gallon higher than a year ago and 15.1 cents per gallon higher than a month ago. Prices are hovering around their highest ever September level, according to Senior Petroleum Analyst Patrick DeHaan. He feels 2012 will have featured the highest yearly average ever.
