A 39 year old Peorian was formally charged Friday in Peoria County Circuit Court with unlawful delivery of heroin and unlawful possession of a controlled substance. Richard R. Byrd was picked up in the 2200 block of North Knoxville as agents of the Multi- County Enforcement Group say they had a suspected narcotics dealer under surveillance. Agents say they found 4.5 grams of heroin and money on Byrd at the time of his arrest.
