WMBD/WYZZ TV – PEORIA -- An inmate is back behind bars after escaping from a work release program. An Illinois Department of Corrections spokesperson says, Elvin Starr escaped early Sunday after work. He wasn't caught until late at night. Starr had gone to jail for a narcotic sale charge. A group of patrol officers found Starr at a house in Washington. The Illinois Department of Corrections says they've had a total of three escapes this year locally.
