A Peoria County Coroner's Jury was unable to determine Thursday during an inquest whether the death of a Peoria teenager was an accident or homicide. The jury ruled 18 year old Howard Scott, Junior was shot in the head near Daytona and Graceland. Scott's friend, 19 year old Michael Howard is charged with involuntary manslaughter and aggravated battery with a firearm.
